ZoeAnn Winkler

 

Ms. Winkler joined NDCPD in January 2014.  Her role at NDCPD is as an ASPIRE (Achieving Success by Promoting Readiness in Education and Employment) Case Manager.  ASPIRE’s goal is to increase a youth and family’s overall household income, and thereby reduce the household’s dependence upon public benefits, by increased educational attainment and increased career achievement.  The second purpose is to inform federal policymakers through evaluation of interventions and outcomes. ASPIRE will recruit and enroll 2000 youth ages 14 to 16 who receive Supplemental Security Income.  Half of the youth and families who enroll will be provided additional services and supports. The ASPIRE team will assist youth and families to find and use services in their communities.

 

Formally a Treatment Manager at residential facility for over 10 years.  She worked with youth in residential care, emergency shelter care and a STEP (Short-term Evaluation Program). Youth had problems which included conduct disorder, autism spectrum disorders, borderline personality disorder, depression, anxiety disorders, chemical dependency, sexual offending; and issues related to trauma, abuse and neglect.  Prior employment included Adult Probation Officer and case manager/direct care staff in Illinois.

 

ZoeAnn Winkler has a Bachelor of Science degree in Addiction Studies and Criminal Justice from Minot State University.
